(1) 711(和銅 4)銭貨普及のため発布した法令。
 708(和銅元)和同開珎(ｶｲﾎｳ,ｶｲﾁﾝ)が鋳造されたが、当時は稲や布の物品貨幣が用いられていて流通が思わしくなかったため、蓄えた銭貨を政府に納めさせ、その額に応じて位(ｸﾗｲ)を昇進させることにしたもの。
かえって銭貨の私蔵をまねき、 800(延暦19)廃止。
